Shayne Naugle, Executive Vice President - Mr. Shayne Naugle is an Executive Vice President of PRC with 15 years of experience providing dedicated support to the Federal Government, with a special focus on the DOE. His primary areas of expertise include contract administration, project and program management, and crosscutting oversight.
Mr. Naugle became a Logistics Analyst for EG&G Technical Services at DOE NETL in 1996. In the next four years, he was promoted to Program Support Specialist, which was quickly followed by the position of Subcontract Administrator. His duties included oversight of $500K in procurement actions for goods and services supplied to NETL. In 2000, Mr. Naugle served as Procurement Specialist with the Procurement Technical Assistance Center, where he counseled new clients in Federal procurement and sought out businesses capable of filling needs within the Federal market. Mr. Naugle accepted a position with PRC in 2004.
Mr. Naugle's diverse talents and multi-tasking capabilities are beneficial in the Federal contract arena. One of his initial tasks at PRC was to serve as the Project Manager for a records support task for DOE's Office of Legacy Management (LM). During Mr. Naugle's tenure, the LM project was recognized by the Government for task accuracy and professionalism.
Mr. Naugle also served as Proposal Manager, when PRC successfully competed for and won a five-year, $16M Support Administrative Service (SAS) contract with DOE-NETL. Mr. Naugle followed up this achievement by overseeing PRC's winning proposals to the West Virginia Workers Compensation Commission; U.S. Nuclear Regulatory Commission; Department of the Army; U.S. DOE Office of Nuclear Energy; U.S. DOE Portsmouth Paducah Project Office; U.S. DOE Office of Environmental Management; U.S. Veteran's Administration; and U.S. DOE Golden Field Office. Mr. Naugle currently serves dual roles as the Business Manager/Deputy Program Manager for the Program Performance Management (PPM) contract for DOE-NETL.
Mr. Naugle's additional responsibilities include assisting in the development and review of project and contract budget reports, strategic planning and development, workforce utilization, and training development. PRC appointed Mr. Naugle as a company Vice President in 2008.
Mr. Naugle has a bachelor of Science from West Virginia University and a Master of Business Administration from Waynesburg College. During the last decade, he has been extremely involved in the National Contract Managers Association, where he served as Professionalism Chair in 2000, Membership Chair in 2001 and 2004, President-elect in 2006, and President in 2007.
