Frank Russo has 30 years of Federal experience, primarily serving the Department of Energy (DOE) and the Environmental Protection Agency (EPA). Mr. Russo is currently the Senior Advisor for Environment, Safety and Health for the National Nuclear Security Administration (NNSA) Mr. Russo advises the NNSA Administrator in matters relating to radiological controls, environmental protection, occupational health, industrial safety and nuclear safety and advises other senior officials on board policy matters concerning ES&H. This includes all aspects of nuclear and nuclear explosive operations. In addition, he advises NNSA in its interactions with DOE and other Federal, state, and local agencies on matters relating to ES&H.
Previously, Mr. Russo was the Deputy Assistant Secretary for Corporate Performance Assessment in the Office of Environment, Safety & Health and responsible for the collection, analysis, and dissemination of environment, safety, and health performance information. He provided the Assistant Secretary for Environment, Safety, and Health and Senior DOE officials an evaluation of the Department's effectiveness, vulnerabilities, and trends in protecting the public, the worker, and the environment. He was responsible for DOE’s ES&H reporting systems; provided leadership in quality assurance, and software quality assurance, and was responsible DOE’s Voluntary Protection Program.
In January 2001, the Secretary of Energy appointed Mr. Russo as the Department’s Designated Federal Officer for the Commission on Fire Safety and Preparedness.
Mr. Russo formerly served as the Director of EH’s Office of Oversight Planning and Analysis, Deputy Director of the Office of Environmental Audit, and Director of the Nuclear Materials Compliance Division within EH’s Office of Environment.
Prior to joining DOE, Mr. Russo worked over 12 years for the U.S. Environmental Protection Agency. Mr. Russo held various management positions within the Agency’s Superfund program and was responsible for providing EPA regional offices policy guidance and technical direction for implementation of the national enforcement program. This included providing technical support and direction in the negotiations of major superfund cleanup agreements and working with the Department of Justice on nationally significant litigation.
Mr. Russo’s early professional experience was in the field of plant pathology and research. Mr. Russo holds a Bachelor of Science degree in Forestry and a Master of Science degree in Plant Pathology, both from Rutgers University. Mr. Russo and his wife, Wendy, live in Virginia.
